Introduction

The following details are drawn from the official Minutes of Parish Meetings at Eastling.

The original records are kept in a bound ledger, held by the Clerk to the Parish Council. It is a public document, available for inspection on request.

The Board Schoolroom and Old School (referred to below) are now a private house in Newnham Lane. The Village Hall (prior to 1998) was a timber hut (originally a military building from the former Throwley airfield) in Kettle Hill Road; it was demolished in 1999. The new Village Hall (opened in September 1998) is also located in Kettle Hill Road, alongside the Eastling School playing field.

The Meetings

December 4 1894: First Parish Meeting, in accordance with the Local Government Act 1894, held in the "Board Schoolroom" at 7pm. Main business was the election of Parish Councillors. The Rector, the Rev. T. Musgrave Burton, was invited and agreed to chair the Meeting. The meeting elected: Messrs William Clark, Thomas Butler, Thomas James Doughty, Frederic Thomas Pincott and Frederick Shilling.

March 27 1895: Annual Parish Meeting, held in the Old School at 7pm.

March 9 1896: Parish Meeting, held in the Old School at 8pm. From 10 candidates, the Meeting elected the following Parish Councillors: William Clark, Thomas Harlow, Thomas Butler, Thomas James Doughty and Frederic Thomas Pincott.

March 24 1896: Annual Parish Meeting, held in the Old School at 8pm.

April 9 1896: Parish Meeting, held in the Old School at 8pm.

March 18 1897: Parish Meeting, held in the Old School at 8pm. Unopposed re-election of Parish Councillors: William Clark, Thomas Harlow, Thomas Butler, Thomas James Doughty and Frederic Thomas Pincott.

March 29 1897: Annual Parish Meeting (no details of venue or time).

March 14 1898: Parish Meeting and Annual Parish Meeting, held in the Old School at 7pm. The Meeting elected the following Parish Councillors (from 6 candidates): Messrs Thomas Butler, William Clark, Thomas James Doughty, William Elvy and William Shilling.

March 6 1899: Parish Meeting and Annual Parish Meeting, held in the Old School at 7pm. With only four nominations received, the Meeting re-elected the following Parish Councillors: Messrs William Clark, Thomas James Doughty, William Elvy and William Shilling.

March 30 1900: Annual Parish Meeting, held in the Old School at 6.30pm.

March 4 1901: Parish Meeting, held in the Old School at 7pm. With only three nominations received, the Meeting elected the following Parish Councillors for a term of three years: Messrs William Clark, J. Robins and William Shilling.

March 25 1901: Annual Parish Meeting, held in the Old School at 6pm.

March 31 1902: Annual Parish Meeting, held in the Old School at 6pm.

March 1903: The Minutes state: "No Meeting took place as no electors put in an appearance."

March 7 1904: Annual Parish Meeting, held in the Old School at 6.30pm. With only three nominations received, the Meeting elected the following Parish Councillors for a term of three years: Messrs W. Clark, T. J. Doughty and T. Read.

March 27 1905: Annual Parish Meeting, held in the Old School at 6.30pm.

March 1906: The Minutes state: "No Meeting took place as no electors put in an appearance."

March 4 1907: Annual Parish Meeting, held in the Old School at 6.30pm. The Meeting elected the following Parish Councillors (from 8 candidates): Messrs W. Clark, T. Bensted, A.H. Ditcher, T.J. Doughty and F.J. Pincott.

January 30 1908: Parish Meeting, held in the Old School at 7pm. Main topics were the new rights for people to acquire small holdings under the Small Holdings Act 1907 and the need to deal with an increase in rats in the village.

March 23 1908: Annual Parish Meeting, held in the Old School at 6pm.

March 22 1909: Annual Parish Meeting, held in the Old School at 6pm.

March 14 1910: Annual Parish Meeting, held in the Old School at 6pm. With five nominations received, the Meeting elected the following Parish Councillors for a term of three years: Messrs T. Bensted, W. Clark, T.J. Doughty, F.T. Pincott, and T. Read.

March 1911: The Minutes state: "No Meeting was held as no electors were present."

March 1912: The Minutes state: "No Meeting was held as no electors were present."

March 17 1913: Annual Parish Meeting, held in the Old School at 6pm. With five nominations received, the Meeting elected the following Parish Councillors for a term of three years: Colonel F. Bradley-Dyne and Messrs W. Clark, T.J. Doughty, F.T. Pincott, and T. Read.

1914, 1915, 1916, 1917 and 1918: The Minutes record that: "No Parish Meetings were attended during the War."

March 17 1919: Annual Parish Meeting, held in the Old School at 6pm. With only four nominations received, the Meeting elected the following Parish Councillors for a term of three years: Messrs W.J. Clark, T.J. Doughty, F.T. Pincott and T. Read.

March 13 1922: Annual Parish Meeting, held in the Old School at 6pm. With five nominations received, the Meeting elected the following Parish Councillors for a term of three years: Messrs H.F. Boucher, W.J. Clark, T.J. Doughty, F.T. Pincott, and T. Read.

March 16 1925: Annual Parish Meeting, held in the Old School at 6pm. With five nominations received, the Meeting elected the following Parish Councillors for a term of three years: Messrs W.J. Clark, A. Cornfoot, T.J. Doughty, F.T. Pincott, and T. Read.

March 12 1928: Annual Parish Meeting, held in the Old School at 6pm. With only four nominations received, the Meeting elected the following Parish Councillors for a term of three years: Messrs A. Cornfoot, T.J. Doughty, J.W. Pay and F.T. Pincott.

March 9 1931: Annual Parish Meeting, held in the Old School at 6pm. With only four nominations received, the Meeting elected the following Parish Councillors for a term of three years: Admiral H. J. Penny and Messrs A. Cornfoot, T.J. Doughty, and J.W. Pay.

March 5 1934: Annual Parish Meeting, held in the Old School at 6pm. With only four nominations received, the Meeting elected the following Parish Councillors for a term of three years: Admiral H. J. Penny and Messrs A. Cornfoot, T.J. Doughty, and A. Hillman.

May 24 1938: A Meeting for the Ratepayers of Eastling, held in the Old School at 7pm. A suggestion to introduce street lighting in the village was rejected and an outbreak of Scarlet Fever (four cases reported at the meeting) was referred to the Swale (Rural) Council.

1939-1945: No Meetings were held during the War period.

March 11 1946: Annual Parish Meeting, held in the Old School at 7pm. With six nominations received, the Meeting elected the following Parish Councillors for a term of three years: Messrs, ? Fletcher, W. Hawkett, A.J. Meeson, E. Robins and H. Whibley. Mr Meeson was also elected to represent Eastling on the Swale (Rural) Council for the next three years.

March 21 1946: Parish Meeting, held in the Social Hall (the Old Village Hall) at 7.30pm. Villagers met to discuss plans to celebrate the end of the War. These included: Peace Day festivities on June 8 and Thanksgiving Services on Sunday June 9.

1947 - 1950: No Meetings are recorded.

April 3 1951: Parish Meeting, held in the Old School at 7pm. Meeting called to hear parishioners objections on local footpaths and rights of way defined by the Kent County Council. No objections were received by the Councillors Coultrip, Hawkett, Meeson and A. Neaves referred to in the Minute of the Meeting.

November 11 1952: Parish Meeting, held in the Old School at 7pm. Villagers were invited to consider how to celebrate the Coronation on June 2 1953. It was agreed to hold a Sports Day and Tea for the whole village and a Social in the evening. Committees were formed to organise the events. (It is reported in the Council Minutes that various meetings to prepare and raise funds were subsequently held.)

1953 - 1961: No Meetings are recorded.

November 28 1962: Record of an Appeal against proposals by Kent County Council to close vaious rights of way in the Eastling parish.

December 6 1962: Parish Meeting in the Old School Room at 8pm. The Minute records those present as Messrs Hawkett, Neaves, Turner, Taylor and Mrs Taylor. They discussed how to deal with £7 balance from the 1953 Coronation Celebrations fund; and decided to give it to the local Sports Committee.

February 28 1963: Parish Meeting held at 18 Glebe (Houses). The Minute records those present as Messrs W. Hawkett, A. Coultrip, A. Neaves, the Rev. E. Hudsmith and Mr L. Taylor. The recorded purpose of the Meeting was to hear the Reverend's explanation on "the site a children's playing field". The Meeting decided "to rent the site from the Rector as an alternative to purchasing it".

March 31 1967: Parish Meeting held in the Old School Room at 8pm. The Minute records that "all Members of the Parish Council attended, with the exception of Mr Coultrip". About 30 other villagers were present. The main topic was the possibility of introducing a Parish Rate to fund maintenance of the Church burial ground. The proposal was rejected by 21 against to 8 in favour.

May 8 1969: Parish Meeting held in Eastling School at 8pm. Two Parish Councillors (Messrs Turner and Neaves) and 18 villagers considered proposals for definitive footpath maps for the parish. No changes were requested.

March 24 1971: Parish Meeting, held in Eastling School at 8pm. Attended by "all Members" of the Parish Council and 17 members of the public.

March 24 1972: Parish Meeting, held in Eastling School at 8pm. Attended by "all Members" of the Parish Council and 5 members of the public.

March 2 1977: Parish Meeting, held in Eastling School at 6.30pm. Attended by "all Members" of the Parish Council, 21 members of the public and Swale Borough Council ward councillor Bill Boggia. The Queen's Silver Jubilee Appeal and local involvement were a major topic. It was suggested that provision of a new Hall or a village green would be desirable. A Committee was formed to organise the village's Silver Jubilee activities.

April 13 1978: Annual Parish Meeting, held in Eastling School (no time given). Attended by "all Members" of the Parish Council and 15 members of the public.

May 10 1979: Annual Parish Meeting, held in Eastling School (no time given). Attended by "all Members" of the Parish Council and 17 members of the public.

March 24 1980: Annual Parish Meeting, held in Eastling School (no time given). Attended by "four Members" of the Parish Council and 19 members of the public. Current activity to bring the old Social Hall back into use was discussed.

April 30 1981: Annual Parish Meeting, held in the Village Hall (no time given). Attended by "all Members" of the Parish Council and 22 members of the public. A Committee was formed to co-ordinate local arrangements to celebrate the Royal Wedding.

April 28 1982: Annual Parish Meeting, held in the Village Hall (no time given). Attended by "all Members" of the Parish Council and 17 members of the public.

April 27 1983: Annual Parish Meeting, held in the Village Hall (no time given). Attended by "four Members" of the Parish Council, Ward Councillor W. Boggia and 8 members of the public.

April 25 1984: Annual Parish Meeting, held in the Village Hall (no time given). Attended by "four Members" of the Parish Council, Ward Councillor W. Boggia and 15 members of the public.

May 1 1985: Annual Parish Meeting, held in the Village Hall (no time given). Attended by "all Members" of the Parish Council, County Councillor Mrs P. Nesham, Ward Councillor W. Boggia and 8 members of the public.

May 6 1986: Annual Parish Meeting, held in the Village Hall (no time given). Attended by "all Members" of the Parish Council and 14 members of the public. Topics included the possibility of introducing main drainage, future formation of a Neighbourhood Watch Scheme and plans to introduce a local pre-school playgroup.

May 6 1987: Annual Parish Meeting, held in the Village Hall (no time given). Attended by "all Members" of the Parish Council and 30 members of the public. Eastling Neighbourhood Watch was launched with Mr Norman Neaves as co-ordinator and support of a £50 grant from the Parish Council.

May 18 1988: Annual Parish Meeting, held in the Village Hall (no time given). Attended by "all Members" of the Parish Council and 8 members of the public. Topics raised included: heavy lorries, a public enquiry into development at Little Wingfield and surface water on the bends on the Faversham Road at the northern approach to the village.

May 3 1989: Annual Parish Meeting, held in the Village Hall (no time given). (No record of names or number of Parish Councillors present). Ward Councillor W. Boggia and Swale Council Housing Department representative Mr M. Edwards gave the Meeting a summary of the proposed redevelopment of the Council's Airey-style homes at the Glebe Houses. Considerable concern was expressed at the high density of the proposed new housing.

May 2 1990: Annual Parish Meeting, held in the Village Hall (no time nor details of those present recorded). It was reported that original plans to build 38 houses at the Glebe had been scaled down to 26. Parish Councillor Allan Payne was thanked for 21 years service as Parish Clerk; Mrs Joan Tolhurst had agreed to undertake the role.

May 16 1991: Annual Parish Meeting, held in the Village Hall (no time nor details of those present recorded). Following a traffic survey, the Highway Authority had agreed to introduce a 40 mph restriction through the village during 1991. There was concern at increased local house crime and car theft and careless driving in Kettle Hill Road at school arrival and departure times.

May 21 1992: Annual Parish Meeting, held in the Village Hall (no time nor details of those present recorded). Topics raised included: the need to improve the hedge on the Glebe Cottages frontage; and an application to the Highway Authority for a footway from Glebe Cottages to the Coach House to improve pedestrian safety.

April 27 1993: Annual Parish Meeting, held in the Village Hall (no time nor details of Parish Councillors present recorded). Swale Borough Councillors J. Burke, Mrs J. Lebor and C. Prescott attended. Topics raised included: delays by Mote Housing in providing adequate hedging/fencing on the roadside boundary of the Glebe Cottages; and unsatisfactory road resurfacing in Meesons Close.

May 11 1994: Annual Parish Meeting, held in the Village Hall (no time nor details of those present recorded). The major topic at the Meeting focused on a the results of a survey of local leisure needs and formation of a Steering Committee to provide a new Village Hall.

May 11 1995: Annual Parish Meeting, held in the Village Hall (no time nor details of those present recorded). Kent County Councillor Mrs Jean Newman attended. Topics raised included: progress on the project for a new village hall; and impending restoration works at the Church, expected to cost £22,000.

May 9, 1996: Annual Parish Meeting, held in the Village Hall (no time nor details of those present recorded). Topics raised included: delays to progressing a proposed sewerage scheme for the village; and progress on the new village hall project with acquisition of the land and the appointment of an architect.

May 7 1997: Annual Parish Meeting, held in the Village Hall (no time nor details of those present recorded). Parish Councillor Mr Allan Payne took the chair. Kent County Councillor Mrs Jean Newman attended. Topics raised included: abandonment of the sewerage scheme through lack of funds; a possible need to introduce a local parish precept; and fundraising for the new hall.

April 29 1998: Annual Parish Meeting, held in the Village Hall (no time recorded). "All Councillors", Ward Councillor Mr C. Prescott and six members of the public present. Topics included: progress on the new hall with it opening forecast for August or September 1998; excessive traffic speeds in the village; and introduction of a parish precept for 1998/99.

April 28 1999: Annual Parish Meeting, held in the new Village Hall (no time recorded). Attended by "all Councillors", County Councillor Mrs Jean Newman and three members of the public. Topics included: the increasingly poor condition of local roads; the official opening of the new hall in September 1998; and the need for more Neighbourhood Watch area volunteers.

April 26 2000: Annual Parish Meeting, held in Eastling Village Hall at 8pm. Attended by Councillors Coultrip, Neaves, Wyld and Mrs Bromley. County Councillor Mrs Jean Newman, the Rev. Penny Fenton, Swale Highways Manager Mr Behdad Haratbar and approx. 12 members of the public were present. Topics included: the serious deterioration in local roads; and a recent increase in burglary and break-ins in the Parish. Reports were received on current work of the County Council, the Swale Highways Unit, Eastling Church, Neighbourhood Watch and the Primary School. Recognition was given to services to the Parish by the retiring Members John Coultrip, Norman Neaves and Allan Payne and Parish Clerk Mrs Joan Thomas.
